Any user can block you on Twitter. If they do so, you can't see their Tweets. However, there is an easy way to work around this and view their Tweets anyway, if they don't have a private account.

Steps

    Go to the blocked account. Open www.twitter.com in a web browser and go to the user who has blocked you on Twitter.

    Copy the profile address. Now copy his/her Twitter page's URL (e.g. https://twitter.com/wikiHow).

    Log out of Twitter. Click on your profile picture and click on Log out.

    Go to their profile. Paste their Twitter URL into your browser. Now you can see their Tweets.

    Neither. That isn't blocking at all. If someone blocks you, it will say you are blocked from viewing the profile. If a profile is empty and says the account doesn't exist, that means the person has deleted their account. A private account will say the tweets are protected, not that the profile can't be found.
