    Open Sim City 4 and select a city. You have three sizes of cities in SC4 (small medium and large). Only small ones will load for The Sims 2.

    Play the city, then terraform your neighborhood to make it more realistic and pretty. You can add lakes, rivers, etc. Make sure there is enough land left when you're done to add roads.

    Click "Establish City" and name your new city. Add roads, bridges, and trees to suit.

    Take a screenshot of your neighborhood. This will be the preview for The Sims 2.

    Save and close SimCity 4

    Put both the .sc4 file and .png file in your C:\Users\[Current User Account]\My Documents\EA Games\The Sims 2\SC4Terrains\ folder.

    If you want to fit your neighborhood screenshot to the proper size for a preview, use paint to change the size to 300x255 pixels.

    Open up The Sims 2. Select create custom neighborhood, then select Yes on the pop-up.
